俄罗斯 FSS通知 (联邦安全局通知)

俄罗斯FSS通知(联邦安全局通知)是根据库存条列第2.19 条给注册了以加密作为技术方式的硬件或程序的义务通知，该条例可禁止或限制欧亚经济共同体的第三国家的同盟成员国进出口贸易。对于各种电脑和加密功能的计算设备(密码)， FSS通知是必需的通知:
  • 打印机、复印机和电子模块;
  • 袖珍机和手机;
  • 现金出纳机;
  • 服务器和便携式计算机;
  • 电子模块及零部件;
  • 电子集成电路与存储设备;
  • 软件加密(加密)方式。

联邦安全局通知也是有线和无线通信与加密功能的装置的必需通知:
  • 用户通信设备;
  • 基站和接入点;
  • 电信设备及零部件;
  • 无线电广播或电视设备;
  • 无线电导航接收机和远程控制设备;
  • 具有通信功能且可接入互联网或电视的设备。




在某些情况下，FSS通知不是强制性的;这种情况属于例外。进口计算机设备的所有密码功能都是由一个程序来实现的，无需预先设定的软件，这些都属于例外。在这种情况下，这些加密软件需要FSS通知。此外，无加密和编码的透明信息交流无需FSS通知。已经登记FSS通知的货物也无需重新登记，这些货物已记录在册，以前注册的FSS的通知信息足以证明。

国际法规虽然优先于俄罗斯法律法规，但并不能取代国家法规。 因此，FSS通知通常不是唯一必备的许可证。根据国际或国家法令，俄罗斯 EAC证书， 俄罗斯 CCC证书， 俄罗斯 RFC证书或俄罗斯 EAC许可证可以另作要求。

Conditions for registration of the FSB notification:
Maximum validity unlimited.
The applicant must be the manufacturer or the authorized representative in Russia.
Lead time 7-10 working days, cost USD *.
Registration procedure requires to sign in a set of application documents in Russian and provide:
  • A notification form prepared by us - 2 pcs in Russian signed by the manufacturer.
  • A legalization form with Apostille and notarization of the powers of signatories - 2 pcs signed by the notary.
    • or
  • A notification form prepared by us - 2 pcs signed by the authorized representative in Russia.
  • A power of attorney for local representative with Apostille and notarization of the powers of signatories - 1 piece signed by the notary.
You will get an example of approved legalization form with Apostille and notarization of the powers of signatories. In China (mainland) and some other countries the consular legalization should be made instead of Apostille. All forms and PoA must be in Russian or must have a notary signed translation in to Russian.
